After what is now regarded as the deadliest terror attacks in New York since 9/11, President Trump in a series of tweets has reiterated his long standing belief that the Visa Lottery, also called Diversity Program should be scrapped and replaced with what he called 'merit based' The move is part of crackdown on immigration.

The suspect, a 29 year old Uzbekistan native called Sayfullo Saipov applied for the lottery and was given a permanent resident visa in 2010.

The program which is meant to increase the number of immigrants from countries, majority of which are in Africa and Eastern Europe awards up to 55,000 green cards to people per year, according to the US Citizenship and Immigration Services.

Before anyone is given a permanent resident visa, applicants must prove they have a clean criminal record, possess an High School Diploma, and also have at least 2 years of work experience in the last five years. And even after that, it takes a further two years for the US Government to vet the applicant before he is given the Visa.

The US Congress have tried, unsuccessfully, to end the program five times since 2007. The White House has also called the program "outdated....serves questionable economic and humanitarian interest."
